In the Southwestern United States, a prolonged drought is raising tensions over the shrinking waters of the Colorado River. Farms and cities each say the other should make sacrifices as the water supply for both dwindles. But a new program in the state of Arizona aims to make both sides happy. VOA’s Steve Baragona has the fourth in a five-part series on water in the desert Southwest.
